Simply going by the description, I'd say it's a cheap cash-cow based around the Zoids Card Game. Why? Because card games are "in" right now. Easy as that.
Though I have to say, if this is somethingnew, it might mean more Zoids TCG items floating around....like the cards themselves.
EDIT: I looked at this guy's other items for sale, turns out this is a two volume series. He's got Volume two in there as well as the Zoids Galaxy mangas.

It doesn't have the Tomy logo anywhere on the books, though it does say (C)1983-2001 TOMY in several places. Translation was done by a japanese woman for the Singaporean publishing company. The translations include a lot of really poor transliterations rather than referring to the official Tomy translations - Commander Wolf, Koenihii Wolf, Dibaison.
It seems to be a doujinshi, except everybody keeps their clothes on. The story isn't bad, but most of it isn't set in the Zi universe.
****** SPOILERS *******
It's set on Earth, and Teru even visits Tomy at one point. He plays Zoids Battle Card game against a bunch of other players, all with over-the-top characters like in Yu-Gi-Oh. Eventually his love for the cards lets him join with his Koenig Wolf to give it special powers. Or something.

Unfortunately, Doujinshi has gained a negative reputation because many websites only post the more "extreme" doujinshi. There'a lot of fan-made comics we never see that are very decent and hopefully well-written.

I know - I was being facetious Apparently watching the anime Comic Party is a real education about Doujinshi, but unless you're extremely well versed in anime, most of the in-jokes are incomprehensible. I guess it goes on the things to watch list after Cromartie, Mezzo, R.O.D, Zoids Fuzors, Abenobashi and Dangermouse.
