The hammerhead is usually portrayed as a single pilot, single crew craft.
However, the one used to transport the Madam President has a crew, and unknown amount of space for either cargo or passengers, like a small aircraft. (the episode Hiltz takes over the craft) So I am trying to determine whether a hammerhead is a kind of taxi aswell, unlike simular sized zoids (approx 20 m long) that only have room for one or two people.

You have to keep in mind that Zoid sizes vary between the model kits and the anime. The Ultrasaurus' model stats portray it as much smaller with room in its hanger for only small flight craft; no Zoids. In the Anime, Ultrasaurus is on par with an aircraft carrier and can house a legion of Zoids.
Another distinction is that pilot/crew doesn't cover passenger space. It could be the Hammerhead can transport a small party with only one pilot at the helm.

Well many zoids in anime hold at least 2 pilots, most of flying ones, and many land ones. So that alone creates a visual difference between models and anime.

The Hammerhead in question was indeed apparently a special variant. There were many variants of the different models that were seen in the anime.
Here's a listing of some Hammerhead variants, and the episodes that they appeared in:
