... Do those two big twisting pipes actually articulate at all, or can he only pilebunk people who are polite enough to get really really close?

To me, the pile bunker was only useful against non moving objects, maybe a wall or storage bins.

Location doesn't really matter, I always found the pile bunkers to be fairly ineffective weapons, range wise (Rev Raptor had the same issue). I was still really excited for this one from a design standpoint, but it looks ridiculously oversized on the Senki kits... Like it's basically the size of an entire Liger. I feel like it would've been better to scale this one down a bit, because the realism of the range doesn't improve much anyway.

I'm just glad that this isn't the ONLY weapons system that they came up with for these two, unlike say Rev Raptor and Hammerhead. Yeah, as if I'm going to exchange out a pair of beam cannons and missiles pods for a lance and radome unit, and why couldn't they correct Rev Raptor's weakness at long range?! In fact, why Rev Raptor never came with lasers like in the anime is beyond me.
Name one military in real life that uses pile bunker weapons. I see pile bunkers as a very situational type of weapon, and the unit unfortunate enough to be equipped with it will probably be destroyed before it gets into range most of the time. It might work in urban environments where the enemy cares about collateral damage or in other situations were close range combat is impossible to avoid. I suppose that it could be useful for breaching walls, but that is assuming equipped units don't have to fire back.
It's not as practical or multi-purpose as a pair of X-scissors, which is like one of my favorite ideas for a weapon ever, being good for both offense and defense (even though it would never work on a real life tank. Not mobile enough. It doesn't help that the way that it is designed prevents the use of most CPs being used along side it.
Designs like Lanstag and Orudios are more practical, using lance weapons, but without it being their ONLY MAIN weapons!

I love pile bunker weapons as a concept, they're part of what makes mecha so great. But there are a few absolute requirements, which the old CP had and this one doesn't It needs to be posable at least a little it needs to EXTEND OUT IN FRONT OF THE ZOID and the central shaft needs to poke out of the other end, so that you can watch it launch forward as a whole. This communicates the 'this is a very solid thing being thrown forward with great force' aspect. Big O has those in his elbows purely to transfer the force of them into his punches. If you couldn't see the pistons sticking out the back, you wouldn't be able to visually follow it. Plus real life pile drivers let you see the whole shaft too.
and just, who designed this new one? A few parts of it look like they could have been joints, maybe, but that wouldn't be very useful even if they were. It's like, why set it back so far on the zoid's back? That's like building a dagger where you hold the grip and then the blade comes out pointing behind you, goes down to your elbow, then takes a 180 and points back forward, but doesn't clear your hand

As I recall, I think CP-08 Pile Bunker was meant to be a mining, archaeology, and construction tool to compliment Spinosapper. Of course it can be a capable weapon in the hands of a very skilled pilot. In looking at my CP-08 labels, it is intended for use on Rev Raptor, and Iguan, which suggest that Guylos was responsible for its development as a counter, or perhaps Guardian Force assist to Spino and his saws and boring device.
It appears that the ZW Pile Bunker has a more weapons feel to it. Given the photo, it would be handy as a close combat device for a large Zoid, such as Zero Grizis, but would only be effective if a team of Zoids loaded out with different weapons could create a strike sequence where the Pile Bunker could be used.
Or...the toy designers were told to just make it look cool, and that is what we got. ^^

I get the feeling that the toy designers were told to make it look cool. Practical, not so much.

I'm sure they'll find a way to make it look practical in a way that only anime can.

PB was developed for close range combat, because the demand for those types of Zoids had been increasing with close-range combat in general becoming fiercer. The Pile Bunker was designed to punch through the armor of large-scale Zoids (and also walls). So, while it could have use in those fields, it is primarily a combat Zoid.
They can find a way to make it work in the anime, though. My prediction is that it will be used to punch through the Free Round Shields of the Xeno. The shields have shown prolongued use in the show, which is pretty neat. Animation effort for these last couple fights is top notch.
