On the time offset option on your profile options, I know how to take it back/forward hours, but how do you change it back/forward minuites?

You have to use decimals. For example, + 1.1 would turn it forward an hour and 6 minutes. +1.05 would turn it forward an hour and 3 minutes, and so on.
I think my math is right here...

I can either have my time 20 min ahead, or 4 min behind, idk y. : or ., thats what it does.

Just experiment to figure the hours. And you can't offset by minutes.
