That special symbol is known as "Leomaster".
Apparently only Republic Liger pilots that were good enough to handle the DCS-J and assigned one were allowed to bear the mark (The thing apparently handles like poo at speed).
I have some info on that model that I have translated and pieced together into an "official data based" bio that I could post were anyone interested.

Its a "special skill identifier badge" (US Army lingo) as well as I can tell, that a pilot would wear if they were able to pilot said Zoid and were assigned one.
A similar analogy would be the Basic Parachutist's Badge awarded to those that complete US Army Jump school ("Jump Wings") and the soldier would then bear the title of "Paratrooper" and be authorized to wear the symbol.
Here's the data I have translated and worked a bit. I'll look for where I got the original (non-translated) info from.

It does happen.
You see a lot of things that get painted on military vehicles aside from a unit crest. Typically they aren't put on for official markings either, as that would identify the unit to the enemy pretty easily, and that is something that the military tends to want to avoid.
101st Airborne Helicopters do commonly display the Air Assault badge on the nose.
But yeah, in the world of Zoids, who knows?
