I know this may be broaching a taboo subject as it regards emulation.
I am familiar with a number of emulators which posess the ability to play multiplayer through the internet. Some simply by simulating a linked connection, such as with Legacy, and others by other means such as the Netplay feature on a number of emulators which syncs both emulators operations to function as one. Though the latter is prone to losing sync.
I was curious if anyone knows of a place where I can go, either in these forums or anywhere else, for finding other people to play these games with.

That's quite a difficult question. Emulator netplay is really not something you want to do unless you are on a LAN-party of some kind. You might find somebody on emulator forums. Outside of these I think it's hard since getting netplay to work in LAN is already tricky but over WAN you really need to be into emulating to venture into that world of pain

It is my understanding that a key reason why the sync issues come up is because sometimes people will have different revisions of the same game without realising it. That and of course just the general latency issues. Though the latter should be able to be accounted for by simply having the emulator measure the connection speed and adjust it's own speed accordingly. That way you end up with lag rather than a disconnect.
Though I was mainly looking for Legacy multiplayer because I know that is pretty stable.

You have to keep in mind that emulators are in general stressing CPU tremendously. Except for SNES or earlier I know no emulated system which runs at native speed. Hence due to various factors including hardware configuration, CPU, thread use and emulation state the emulated frame rate varies. Playing single player this results already in unsteady frame rates, skipping frames and other nasty problems. Now take two players each with a totally different emulation performance (including disjoint frame-skipping behavior) and you've got emulation drifting apart. Over a fast LAN connection you can compensate for this by adjusting the emulation parameters of both players to be as equal as possible and then having a low latency to correct the remaining differences. Over the internet though you've got not only a hard time to match emulation speed of both players you've got also a much larger and unstable latency making it even more difficult to compensate for this inevitable emulation speed differences. So it's not per-se the network latency which is the killer but the higher latency combined with two machines with differing emulating behavior.
As a side note: players having different versions of the game usually end up in emu-state crashes or not being able to connect at all than desyncing.
What kind of game/system you have in mind? PSX/NGC are already on the edge with some games doable but others not. GB/GBC/GBA/NES/SNES should keep you fine.
