Read this before posting "How do I get pics up?" or "How do I get my avatar to work?" sorts of things, please.
First, you'll need the picture in a format that's suitable for the web. Bitmaps (.bmp) aren't good, same with .art files. The two most common kinds are .gif and .jpg/.jpeg, but .png works as well.
Second, the pic needs to be a suitable size. The limit for avatars is 100x100 pixels, and sigs shouldn't be too large.
Okay, got a pic? You'll need to upload it somewhere that will let you link to it-sites like Geocities and many other free webpage hosts don't allow direct linking. You can't upload the pics directly onto the forum, or link to a file on your computer.
If you don't have a website that'll let you direct link, one people here recommend but I haven't used myself is photobucket.com.
Once your pic is uploaded, you'll need its URL. That's the full address, starting with http://.
If you want to use your pic as an avatar, go to Profile (near the top of the page, under the logo) and add the URL to you pic in the field for a custom pic.
If you want to put your pic in posts or in your sig, use this code. Don't copy the "code" bit, just the stuff in the box, and replace the text with the pic URL.
You can also use the button in the "add tags" section above the spot you type your post-it's the one with the little pic with the white border. This will make the tags for you-just replace URL with your pic's address.
One more note: do not direct link to pics without permission. I see a lot of people linking to, say, the icons on Zoids Evolution. Unless the person who owns the site that the pic is on has said it's okay, don't do this. If you want to use them, upload them to your own site.
If you don't know what direct linking is, it'd be like if you wanted to use a picture from my site, and instead of uploading it and putting your site's address, the URL you used for the pic started with creativeinsanity.net-you'd be using *my* bandwidth to show *your* picture, which isn't nice.
