No. That seems to be a default option on HLJ, and sometimes they forget to change it.
As was already mentioned, for HMM kits you don't need paint or glue, but sometimes glue helps.
It really depends on how nice you want to make your kit. You just want to use an exacto knife and put it together? That's fine.
Want to sand the pieces, touch up the flash, then go detail it? Equally fine.

That's their default status, it seems. I've seen many listings for the regular Zoids that claimed the same thing. (edit) Colodie beat me to it.
So no, don't be worried. You'll probably end up gluing a few bits on an HMM, but you don't *have* to paint or panel line 'em. They just look better that way.
